The final review meeting of the national vocational skill standard experts for “Rock Drillers” was successfully held in Changsha
On March 9, 2023, the final review meeting of the national vocational skill standard (hereinafter referred to as the “occupational standard”) for “Rock Drillers” compiled by the relevant working units organized by the China Construction Machinery Association (hereinafter referred to as the “association”) was successfully held in Changsha.
Liu Yongpeng, a second-class inspector of the China Employment Training Technical Instruction Center of the Ministry of Human Resources and Social Security, Wang Jinxing, the deputy secretary-general of the association, Hu Xiaobing, a member of the Standing Committee of the Party Committee and the secretary of the Discipline Inspection Commission of China Railway Construction Heavy Industry Group Co., Ltd. (hereinafter referred to as “China Railway Construction Heavy Industry”) which is the co-organizer of the meeting, Wang Jianzu, the director of the Tianshui Rock Drilling Machinery Pneumatic Tools Research Institute, Ma Chengbiao, the director of the Research and Design Institute of China Railway Construction Heavy Industry, Chen Baoqiang, the deputy general manager of China Machinery Technology (Beijing) Vehicle Inspection Engineering Research Institute Co., Ltd., Ding Ke, the consultant of Chongqing YuJiao Heavy Machinery Co., Ltd., Niu Qian, the director of the First Department of China Railway Tunnel Group Co., Ltd., Xu Cong, the senior trainer of Atlas Copco (Nanjing) Construction and Mining Equipment Co., Ltd., and other experts, as well as Nie Sijun, Tong Shenggen, Zhao Hongqiang, Mo Yalong, Hou Jia and other members of the compilation team attended the meeting. The meeting was chaired by Director Song Jinyun of the Standard and Regulation Department of the association.
Deputy Secretary-General Wang Jinxing delivered a speech. In his speech, Deputy Secretary-General Wang Jinxing first extended a warm welcome to the leaders of China Railway Construction Heavy Industry, the assessment experts and the participants, and briefly introduced the background, significance and compilation process of this occupational standard, hoping to successfully complete this assessment work.
Secretary Hu Xiaobing delivered a speech. Secretary Hu Xiaobing extended a warm welcome to the participating leaders and experts, and thanked the association for trusting China Railway Construction Heavy Industry and holding the meeting here. He briefly introduced the basic situation and main products of China Railway Construction Heavy Industry, and hoped to play an active role in the subsequent development of the national occupational skill standards of the association.
Inspector Liu Yongpeng spoke. Inspector Liu Yongpeng fully affirmed the development work of the national occupational skill standards of the association, emphasizing that both the vocational skill level assessment and the ability level evaluation should be based on the national occupational skill standards. The standard compilation work should be based on the “Labor Law” and the “Occupational Classification Dictionary”, guided by the occupation activities, centered on the vocational skills, and guided by the idea of closely focusing on improving the ability and operation skills of the operators to solve the actual problems on the spot, and strictly abide by the five principles of standard compilation. Inspector Liu also put forward guiding opinions on some technical requirements of this occupational standard compilation in combination with the particularity of the rock drilling occupation.
The participating experts unanimously elected Wang Jianzu as the group leader to chair the final review meeting.
Director Sun Rui introduced the situation. According to the assessment procedure, first, Director Sun Rui represented the compilation team to report to the assessment experts on the compilation process of the standard, the participating compilation units and the current development situation of the rock drilling industry in China.
Group Leader Wang Jianzu chaired the assessment. Under the chairmanship of Group Leader Wang Jianzu, the expert group conducted a comprehensive review of the standard manuscript and raised questions about relevant issues, and the members of the compilation team carefully answered and fed back. After full assessment and discussion, the expert group finally formed a unanimous opinion: Agree that this standard passes the final review, and it is recommended that the compilation team modify and improve this standard according to the assessment opinions and then report it.
Deputy Secretary-General Wang Jinxing made a meeting summary. He expressed sincere thanks to the leaders of the Ministry of Human Resources and Social Security, the leaders of the co-organizer, the participating experts and the members of the compilation team. He said that the development work of the national occupational skill standards of the association will continue to be promoted in-depth under the strong support of the Ministry of Human Resources and Social Security and the industrial enterprises.
After the meeting, the participants visited the production workshop and exhibition hall of China Railway Construction Heavy Industry and took a group photo in front of the three-arm rock drilling jumbo.
The successful completion of this final review work of the occupational standard cannot be separated from the strong support of the Ministry of Human Resources and Social Security and the industrial enterprises. The association will continue to seize the opportunity, strive to undertake more development tasks of the national occupational skill standards of the construction machinery industry, actively guide the implementation of the standards, and better serve the industry and society, and promote the work ability level evaluation work of the construction machinery industry.
